This is my own personal idea about the consciousness within existence. This may resonate with your idea about the universe or it may not. There is no end point about this perception, its just a perception. So, please take this with a grain of salt.
I believe we live in a existence with many different layers of creators. We are one of the lower forms of creators, unless we decide to create and energy/entity that has free will to create for itself. (I am not speaking of creating a human child, because a child would create on the same level as the rest of us) We do have the power to create a being that has its own will, and its own ability to create based on its life and experiences. In this case this would be a lower form of creator. The lower creators are not less than the higher level ones, smaller perhaps, but not less. Our mere thoughts and feelings create energy that manifest within out reality. (you can call this a lower form of creator)
One level above the human creator level is the Planetary Creator level, Earth has it's own pulse, it breaths and it gives life to all that inhabit the planet. This creator and its consciousness reside within and around the planet Earth itself. Each planet has its own creative force and its own consciousness that is separate from the other planets. This consciousness can be communicated with.
One level above the planetary creator level is the solar system creator level. I believe this creator has its own pulse and breath, this level governs the planets and all that is within or around its realm of control. This creator has its own creative force and it's own consciousness that is separate from other solar systems. This consciousness can be communicated with.
One level (or perhaps more) above the solar system creator level is the galaxy creator level. The galaxy has its own pulse and its own breath, though it may be so slow we could live our entire life without even seeing a single breath. This level of creator works with and governs all of the solar systems within its reach. Each galaxy has its own creative force and its own consciousness that is separate from other galaxies. This consciousness can be communicated with.
One level (or perhaps more) above the galaxy creator is the universal creator. The universal creator created everything we know to exist. Each level keeps the level below it working in some level of harmony, or at least attempts to. The universal creator created a bunch of creators whose job was to spread and create more creators whose job was the same.
It is this level of consciousness that most of us call God or Goddess. I like to perceive it as a source or universal consciousness. It is at this level of consciousness that knows everything that happens or has happened with its realm of reach, which is just about everything. It is this creator that governs the creators directly below it in its reality. Much like the solar system governs the planets, or the galaxy governs the stars, or humans govern their feelings and thoughts.
I believe that each creator governs the level directly below it, its personal creations. I do not believe humans get struck down or directly governed by the universal creator. But we do seem to be governed by the creator directly above us, the planetary creator. If there is an earthquake or tidal wave (planetary event) the creators that live on the level below seem to be the ones who are mainly affected. Now I'm not saying that the planet is vengeful against the humans that reside on this planet, but the planet does like balance. And will do what is necessary to keep balance within its realm. Almost saying "Sorry, nothing personal, but It has to be done."
Now I personally believe there is a level above the universe creator/consciousness, I believe there are other universes with different choices made within them. And if the are more universes than this one, than they had to come from somewhere, the universe creator. This creator does have a consciousness, but I believe we could not understand and communicate with it in our current form. And I also believe there is no real need to communicate with this consciousness because there is no use to understand how it is in another universe where the rules of existence are different.
I also believe it to be possible that there is a level above the universe creator.
